Cross-plan gate adjudication

This section ADJUDICATES; it may not presuppose or unilaterally rewrite another plan’s gate anchor.

The report raises whether the bytecode-vm gate should anchor on executable-program-contract (s-ba8f2041) rather than the terminal performance section (s-07271bdd), which currently blocks 6 provenance sections behind 16 bytecode sections. The counter-evidence is that s-ba8f2041 only prototypes typed VM slots and layout-plan shape, while the provenance mission requires the shipped artifact, identities, verifier, VM and compiled layouts, parity, and the cleanup contract.

Deliverables

• Re-query the LIVE bytecode route and either RETAIN s-07271bdd or identify the earliest LATER section whose completion proves the FULL semantic and physical seam. Performance need not gate provenance; the full seam does.
• If the anchor moves, update every affected mission / decision / route dependency ATOMICALLY through plan APIs, with owning-plan coordination.
• Reconcile the IC-PV constraint drift recorded in the spec-gap artifacts.
