SG-1 and SG-2 draft proposals

Both spec gaps were measured and flagged ready for proposal governance in docs/spec-gaps/aims-executable-seam-gaps.md. A spec gap is closed by a proposal, never by implementing the behavior and calling the spec stale (missions.md §Spec & Grammar).

Deliverables

  • SG-1: /create-draft-proposal for the FFI owned CPtr / #free ownership classification.
  • SG-2: /create-draft-proposal for the #borrow_from rooting rule.
  • Each proposal cites the measured gap evidence and names the clause it amends.
