Goal

Make the continue-roadmap skill consume the advisory, document the sweep, and prove the end-to-end functional behavior plus plan-agnostic isolation.

Implementation Sketch

Thin continue-roadmap SKILL.md consumption of the hygiene-sweep advisory (consume the script-emitted envelope; no inline orchestration). Document the sweep in .claude/rules/learning-ledger.md. Author the end-to-end functional test: synthetic v7 grind plan declaring hygiene_sweep{enabled,interval:N}, drive N KEPT cycles, assert the next serve emits the sweep dispatch + the watermark advances; a plan NOT declaring hygiene_sweep never sweeps. Run prose-lint + plan_corpus check clean.
