Section 02 - retire-global-engine

Goal

After every real consumer is migrated and green, retire the legacy global ~/.claude/skills/sync-from-orilang engine and repoint its design log at the new scripts/harness_dist engine.

Implementation Sketch

Gated on section 01 (hint_needs). Delete ~/.claude/skills/sync-from-orilang only once no consumer still depends on it; repoint .claude/skills/improve-tooling/sync-from-orilang-design.md at scripts/harness_dist. DESTRUCTIVE + irreversible (strands consumers if done early) - requires explicit user authorization at execution time per the care-rule safety override.
