Section 01 - rollout-to-consumers

Goal

Roll the fixture-proven scripts/harness_dist engine out to every real downstream consumer, leaving each with a complete correctly-converted harness whose own test-all/lint stays green.

Implementation Sketch

Per consumer, run scripts/harness_dist shim to sync the harness, then harness_dist verify, then the consumer’s own test-all/lint. EVERY item is an outward-facing, hard-to-reverse mutation of a real project (upstat is a live revenue business) and requires explicit user authorization at execution time per the care-rule safety override.
