• w-427228df — Add coordinate_heal_target(plan_dir) -> str|None to ledger_matrix.py: returns a regen-target string on the BOOTSTRAP case (opt-in taxonomies declared AND ledger non-empty AND sidecar empty) OR the INCREMENTAL case (migration_coverage(…).unmigrated_in_range non-empty); None otherwise. Reuses migration_coverage + load_coordinate_map; never recomputes coverage.
• w-b49aff0b — Keep the gate plan-agnostic (script-first.md §11): read opt-in via read_plan_mechanism_class_taxonomy; name no plan/domain; return None when the plan declares no matrix taxonomies. The gate is a pure read over ledger + sidecar + opt-in declaration.
