Rule, Schema & Prose Reconciliation

Goal

Bring the SSOT rule text, schema descriptions, and every opt-in prose site into agreement with the always-on behavior — preserving the append-only and SRP-wall language verbatim.

Implementation Sketch

Reword learning-ledger.md §15 opt-in sentences (lines ~377/385/386/380-383) to always-on, keeping §5 append-only, §13.2 never-recompute-decay, and §13.5 SRP-wall text verbatim. §13 is already always-on and is the template. §14 (hygiene_sweep) STAYS opt-in — add an explicit contrast note. Flip the prose opt-in sites (coordinate_heal_dispatch.py, heal_ledger_coordinates_runtime/__init__.py+compose_prompt.py, heal-ledger-coordinates/SKILL.md, intelligence.md:201, the roadmap.py serve-hop comment). Reword the taxonomy field descriptions in plan-routing.schema.json so absence reads “unpartitioned/default-domain matrix (refinement only), not matrix-off” — no required-field change (fields are already optional). SRP/SSOT apply (scripts/rules scope); no compiler rigor.
