Close-out: Review + Verification (ONCE)

Goal

The SINGLE review/verification section (v7 cadence: review ONCE at plan close-out, NOT per-section). depends_on all prior sections.

/tpr-review (code review) on the full parser-perf work arc (lexer/parser/salsa tuning + hygiene splits + bench additions).
/impl-hygiene-review on the full arc (AFTER tpr-review).
/sync-claude + full ./test-all.sh: no NEW failures vs the recorded baseline (the pre-existing AOT/LLVM aims-burden floor is orthogonal to parser-frontend work).
