• Make ContinueRuntimeAPI.read fulfill the client re-anchor contract by driving the bound root through internal reconciliation to its next delivery boundary when no current dispatch is admitted; return active after a gate or successor task is durably admitted, reserve retry_later/no_current_task for bounded internal exhaustion, preserve the exact one-read/no-client-lifecycle-mutation contract, reconcile already-installed owned transports without recurrence spin, and prove a gated fresh-process Codex goal callback advances without an outer serve or duplicate dispatch across every native transport adapter.
