Goal

Ensure every schema-valid mission-fit or forward-coherence verdict is either fully enactable under INV-17 or rejected before authoritative mutation with a fresh criterion-grounded redispatch.

Acceptance

The prompt basis includes owned criterion definitions, ownership, and current verdict status. Rewrite transformations transfer criterion ownership atomically to deterministic replacement work items. Remove dispositions with pending owned criteria never create an apply marker or mutate route/content state, and the retry path invalidates the stale verdict and dispatches a corrected grounding judgment. Current-section and future-section callers share the same enforcement owner.

• Make mission-fit and forward-coherence verdict enactment criterion-safe: include every section work item’s owned success criteria and satisfaction in the script-composed, content-keyed adjudication basis; reject unsafe unsatisfied-criterion removals before any apply marker or route mutation and force a corrected grounding dispatch; atomically re-home all owned criteria from rewritten items to their deterministic replacements; preserve idempotent recovery and audit receipts; and prove current-section plus future-section callers converge without partial plan/body/marker writes or INV-17 halts.
